Co-founded by Rudy de Moor and Carl Thompson, Code 3 Construction, LLC was created to provide outstanding quality, craftsmanship, innovative ideas and excellent customer service to its customer base across the great lone star state of Texas and beyond. The company partners with industry specialists to design and build high quality facilities. While specializing in the construction of premium medical facilities, Code 3 Construction also has more than 100 years combined expertise in other commercial light industrial building types, including retail centers, office buildings, and warehouse and storage facilities. 

Code 3 Construction has a definite edge when it comes to building emergency rooms, clinics and other medical facilities. “We draw a lot of our competitive advantage from having internal expertise and knowledge of medical facilities,” says Carl Thompson, principal and CEO of the Frisco, Texas-based company. “We are very familiar with the fluidness of how these facilities operate and function for the physicians, staff and patients.” Thompson was working as a project manager on a Code 3 Emergency Room project when de Moor approached him about forming the construction company. Prior to starting Code 3 Construction, Rudy de Moor managed the healthcare provider’s real estate development as well as its general contracting and design teams. 

This company is already generating positive word of mouth among potential clients. It quickly earned an “A” rating from the Better Business Bureau. “We are proud of our team,” Thompson says. “Having a strong team helps us gain repeat business and referrals from our clients.” 

Code 3 Construction will be the first company, globally, to build an urgent care and ER at an international airport. In November 2017, work began on an 8,200-square-foot freestanding emergency center and urgent care facility on 1.4 acres of land at Dallas/Fort Worth International Airport.

The facility will house a full-service emergency room as well as a separate urgent care area. Code 3 Construction’s architectural and engineering partners have designed the foundation system to deal with the challenging North Texas soil conditions, while also handling the many challenges that arrive with any first-of-a-kind construction. Serving the needs of more than 60,000 airport-based and airline employees on site every day and over 60 million passengers traveling through the airport every year, this state-of-the-art facility is roughly 50 percent complete and is anticipated to open later this year, Thompson says. 

Code 3 Construction assists the facilities it builds through a department within the company, Code 3 Service and Maintenance. The company’s services include warranty management, equipment maintenance and landscaping. Code 3 Service and Maintenance has ongoing service agreements with seven Code 3 Emergency Room and Urgent Care facilities and is looking to expand to other clients. Code 3 Construction box

Key to Code 3 Construction’s continued success is ensuring longevity through repeat and referral business achieved through exceptional customer satisfaction in all areas including timeliness, attention to detail and service-minded attitudes. In a recent job, Code 3 Construction completed the tenant-finish-out for a 4,700 square foot facility. It was designed to deliver high quality care and superior patient outcomes. Code 3 Construction was brought into this project via referral from one of its trusted partners who clearly understood the need for high quality work for a sophisticated and detail-oriented client. “Projects like this have earned our reputation as the contractor of choice for those who want the best,” Thompson says. “We take pride in our work and believe such references and referrals are a testament to our results.” 

Code 3 Construction recently worked with Key Whitman Eye Center, which had outgrown its existing suite and needed to expand. The project team understood the complexities of maintaining operations during the construction process and expertly conceived a multi-phase schedule that allowed the client’s business operations to continue throughout. Much of the work had to be completed outside of normal business hours to ensure the client was able to maintain function. “Flexibility as well as creativity in these situations are the hallmarks of the expertise of our company,” de Moor says.

Code 3 Construction is continually building the team of designers, architects, engineers and tradesmen working on its projects. “The quality of our subcontractors is directly related to the quality of our builds which is why we are so selective when it comes to assembling our team,” the company says. “Big D Drywall is one such company that shares our ideals and we have built a strong and ongoing relationship with this outstanding company.”

Standing Strong

Two of Code 3 Construction’s latest projects withstood the force of Hurricane Harvey last August. The company had completed a general practice and allergy clinic and was nearing completion of an emergency room facility when Harvey passed directly over both facilities located in Rockport, Texas. 

“We were less than a mile inland, where much of the city was critically damaged, if not totally destroyed,” Thompson says. “Both of our facilities stood strong in the face of the storm with minimal damage.”

Following the storm, Code 3 Construction set up temporary medical facilities on location with backup generators. “Code 3 was the only medical facility operable in the 50-mile radius between Rockport and Corpus Christi (Texas).”

The permanent Code 3 facilities were completed soon afterward and continue to serve recovery efforts in Rockport. “We are proud to say that our facilities are built to withstand a direct hit from a Category 4 hurricane,” Thompson says. 

Moving Forward 

Code 3 Construction is always growing its knowledge base and technical capabilities to better tackle future projects. This includes implementing the Procore project management platform throughout its operations. “The technology we use to perform takeoffs, estimating, bids and project management is changing all the time,” Thompson says. “We are constantly educating ourselves to keep up with those changes.”

The company’s embrace of new methods, as well as its rapidly growing project and subcontractor base, will help it grow. “Our goal is to continue to expand and take care of our employees,” Thompson says. “This is how we will maintain the highest levels of integrity, professionalism, fairness and honesty in our relationships with our customers, suppliers, tradesmen and professional associates.”
